From 1910 to 1940, nearly one million immigrants from more than 80 countries were allowed entry thru San Francisco. Of these, nearly 500,000 were detained at the Angel Island Immigration Station. Once steamships from Asia docked in the city, the first-class passengers, deemed healthy and self-sufficient, faced only onboard inspections and were welcomed into San Francisco, while those traveling in “steerage” were brought to the Angel Island Immigration Station for questioning.

This questioning process was a result of the 1882 Chinese Exclusion Act, passed to control the flow of Chinese immigrants, and required detention for complex questioning that took anywhere from a few weeks up to many months. Many detainees expressed their anxiety and despair by writing and carving on the wooden barracks walls. Most of the Chinese immigrants able to appeal a “No” decision, were finally admitted after many months.
